CSTO Upgrades Its Collective Security System

The author describes the proceedings of the Collective Security Treaty Organization (CSTO) summit that met on 4 February 2009. The meeting resulted in the creation of a Collective Rapid-Reaction Force (CRRF). The CRRF is designed to help discourage and repulse armed conflicts, as well as to combat international terrorism and organized crime within the CSTO. Various agencies of the CSTO are being staffed with the necessary personnel to support the meetings of the leaders of national military organizations, staff training exercises and field drills that will be needed to fully implement the CRRF.
